ANOTHER FAVORABLE VIRGINIA DECISION. Norfolk, Va., April 0. The trial of William Hickey, a layer of odds, who was arrested at the Jamestown Jockey Clubs course after the races last night on a charge of bookmaking, was held In the Tanners Creek courthouse this evening and resulted iu the dismissal of the charges against Hickey. Commonwealths Attorney Richard Marshall, who was appointed by Governor Mann to prosecute the case, made a strong argument. The trial was- held before Magistrate K. Q. Backus, who ruled that an occupant is a man who holds a position and maintains a place. Mr. Hickey did not use a stool and did not remain in any one place. The result of todays trial appears to settle all doubt as to the status of betting under the Virginia law as conducted at the Jamestown Jockev Clubs track and from now on the meeting should boom. Everything is being done by the management to run a high-class meeting and the law will be stTie.tly observed. A large delegation of New Yorkers are looked for now that the matter of the standing of the layers has been seltjed. This is the second case that has been decided in the clubs favor.
