GITTINS BILLS ARE REPORTED OUT. Albany. N. Y.. June 9.— The two Gittins bills, de signed to modify the race track anti-betliug laws, have been ordered reported to the Senate without recommendation by the Codes Committee. One bill would relieve directors of racing associations from liability for gambling al race tracks without their knowledge. Ihe new measure would make tbcui liable Only when it is proved that the places they owned or controlled were intentionally "to be" used lor gambling. The other law defines what constitutes bookmaking without writing as meaning the laying or publishing of odds to all corners. N is assumed that the bills will be enacted Into law. as the committee had taken the attitude that it would not re perl them unless it was certain that there would he no serious Opposition to their passage.
