GITTINS BILLS ON CALENDAR OF SENATE. Albany. N. ., June lO.-The Codes Committee has reported for the consideration of the Senate the two bills introduced by Senator Gittins, which racing interests in this state say must be enacted into law if the race tracks are to be opened this year. These two bills define bookmaking and release directors of racing associations from criminal liability for gambling on the tracks where they have no knowledge that gambling is carried on. Bookmaking is defined as "accepting wagers and bets from all comers aud the public." A legislative committee can report a hill In three dilferent ways favorably, adversely or for consideration. When a bill is reported for consideration it means that the committee takes no position on the hill .me way or the other, which permits the â– embers of the committee to vote as they please on a bill when it comes up in open Senate. The re porting .f these bills for the consideration of the Senate gives them the same place on the general orders calendar as though they had been reported favorably by the committee. The members of the committee are Senators Stilwell of New York. Bavne of Richmond. Loouiis of Erie. Gittins of Niagara. Black of Kings, Pollock and Griffin of New York. Democrats, and Hinman of Broome and Cobb of Jefferson, Republicans.
