LIABILITY LAW MAY BE REPEALED. Albany, N. Y.. July 4.--It is now intimated that Governor Dix will not sign both of Senator Gittins race track bills now before the Senate in the event of their passage. But he is likely to sign the amendment to the so-called "directors liability law." which holds stockholders and officials of race tracks responsible for any violations of the laws that take place oa the grounds, with or without their sanction. Governor Dix seems to have an idea, sav senators, that the bill defining bookmaklag contains a "joker." which would permit wide open bookmakmg on the tracks. For that reason he is not willing to sign the bill, they say. if it is passed. On the other haul Governor Dix seems favorable to the passage id the bill which would relieve the officials from responsibility for violations of the gambling laws committed within racing enclosures. Antagonists of racing in this state have been telling the fair associations that their directors cannot get into the toils under the liability law so long as they do not permit "bookmaking." Because of this Information some of the fairs have announced that they do not desire a repeal of the directors liability law as proposed by one of the Gittras bills. As ,i matter of fad fair directors as well as those operating the Jockey Club tracks can be arrested and indicted if so much as a single private bet between individuals is made on their grounds. The law as it is written makes no mention of "bosk-making," but is explicit regarding so-called "betting." Leading patrons of the turf seem to think that Governor Dix may be willing to sign the bill modifying the liability law. in Which event the tracks can re-open. But they appear to believe that the other GltttttS bill defining the messing of the term "l knuking without writing" will not be passed at this session of the Legislature. Eminent attorn, y-say that "bookmsking without writing" if put to a test would easily be picked to pieces in the courts and that private individual wagers would be declared legal. — New York Sun.
