GITTINS BILL SUPPORTERS OPTIMISTIC. Albany, N. Y., July 18. Some of the more optimistic supporters of the Glttins bills, designed to take away the personal liability of directors of racing associations for betting at race tracks without their knowledge, assert that they have secured enough votes to pass the measure and that It will go through the Senate within a day or two. Those opposed arc equally confident that enough votes cannot be secured. On the face of it there appears to be three votes lacking to pass the bill, and where these are coming from It is difficult to see, as to obtain them three Senators who voted "No" last week will have to reverse their position. It is said that Senator Grady will lead the second attempt to pasd the bill, and one of the reports is to the effect that he will take advantage of his knowledge of parliamentary tactics to block appropriation and other bills- until the other side gives in and passes the Gittins bills. It was announced today that the Court of Appeals would sit at an extraordinary term on July 23 to determine the validity of the reapportionment act passed four years ago. If this act is declared invalid, all bills passed against betting at race tracks will, it is expected, be declared null and void. The attack on the reapportionment bill is based on the ground that the bill was passed at an extra session and that the representation was not properly distributed. Senator Brackett, it is understood, has given up his idea of introducing a bill bearing on the liability of race track directors for acts committed in violation of law.
