GOVERNMENT AID TO BE CONTINUED Canadian Minister of Agriculture Announces Policy with Reference to Thoroughbred Sires Ottawa Ont April 12 The policy initiated in the Canadian Department of Agriculture with reference to the granting of aid under certain conditions 10 the owners of thoroughbred stallions Is generally meeting with approval and is accomplishing in part at least the objects sought when the policy was undertaken Among other things owing to the rigid conditions imposed it is encouraging those maintain ¬ ing really high class horses and is serving to or ganize the system of breeding followed in the com ¬ munities where thoroughbred stallions arc located The stimulus given in this manner to the use of thoroughbred blood will it is believed lead to an improvement in the light horse stock of the country Thoroughbred stallions if really good individuals may be expected to exert such an influence in the development of Canadian horses for saddle and har ¬ ness use as is greatly needed and to be desired The premium placed upon quality soundness and prepotency through the grants awarded by the de ¬ partment is serving to check the use of unsuitable sires and Is tending to conserve a type of thorough ¬ bred questionWhile the utility of which is beyond question While as perhaps should be stated it Is not the intention of the department to encourage the breed ¬ ing of thoroughbred horses or to develop a typo in light horses approximating closely to that of tha thoroughbred there is no question but that a strong infusion of thoroughbred blood in the light leggivj mares of the country will be of inestimable value In improving tun quality of the stock got from them by stallions of the various light harness breeds breedsBelieving Believing himself to be justified therefore In further prosecnting the policy begun last year the Hon Martin Burrell Minister of Agriculture has authorized a continuance of the grant to bo avail ¬ able for all thoroughbred stallions standing for public service during the season of 1912 which com ¬ ply with the conditions imposed by the department departmentThe The conditions under which assistance will be given are as follows 1 All horses on account of which aid is given by the department must be registered In the Thor ¬ oughbred Stud Book of the Canadian National Live Stock Records 2 Horses shall be of good size quality and con formation and shall be free from all hereditary un soundness these conditions to be ensured by sub ¬ mission annually to a thorough careful examination either at the hands of the Veterinary DirectorGen ¬ eral 01 such othor members of the veterinary staff of the department or other persons as the minister may from time to time appoint for this purpose 3 Horses so approved shall be duly and prop ¬ erly advertised to stand for scrylce of marcs under the ordinary and general conditions usual iu the dis trlcts in which they are to be kept at an annual service fee except in the case of thoroughbred mares of not more than 10 to insure such service fee to become due and payable when mare proves to be in foal foalAny Any person firm or corporation owning or con ¬ trolling any thoroughbred stallion In regard to which all of the conditions above set forth shall have been duly and properly fulfilled shall on production of satisfactory evidence thereof and of the fact that a reasonable number of mares other than thoroughbred mares hivo been served during the season be en ¬ titled to receive at the close of each such season the sum of 250 from the funds of the Live Stock Branch If in the event of a horse dying or he coming incapacitated for service during the season an approved substitute Is immediately placed In the same district the Minister may after due considera ¬ tion of the circumstances authorize the payment of the subsidy above mentioned mentionedThe The necessary forms will be furnished on applica ¬ tion to the Veterinary DirectorGeneral and Live Stock Commissioner Department of Agriculture Ottawa
