TRUCE DECLARED IN MARYLAND Governor to Await Decision of Harford County Ap ¬ peal Before Taking Further Racing Action Baltimore Md September 27 AttorneyGeneral Poe has sent to the clerk of the Circuit Court of Harford County notice of the states appeal from the decision of Judge Harlan granting an injunction restraining the sheriff of that county from serving warrants against bookmakers who are operating at the Havre de Grace race track Within a few days said Mr Poe he will institute quo warranto pro feedings as directed by Governor Goldsborough to test the title of the Harford County Itaciug Com ¬ mission to the offices they now hold holdI I do not expect to take further action on racin in Maryland until after the Court of Appeals has passed on the opinion of Judge Harlau in the Havre de Grace case and also on the constitutionality of the Harford County Itacing Commission said Gov ¬ ernor Goldsborough GoldsboroughBefore Before making this announcement the Governor held a long conference with AttorneyGeneral Poe at which it was decided to take an appeal from Judge Ilarlans opinion and institute quo warranto proceedings to determine the Harford County Rac ing Commissions status Efforts will uuqnestion ably be made to have both cases heard by the lower and higher courts as soon as possible possibleIndividuals Individuals must obey the mandates of the courts and the state must do likewise said th Governor I have exhausted all orderly and legal remedies within my means There are left only two things undone and they will be promptly attended to One is to take an appeal from the decision of the Circuit Court of Harford County and the other is to have the courts pass upon the constitutionality of the Itacing Commission CommissionOf Of course the suits will be opposed by the Harford County Racing Commission and the Havre de Grac Agriculture and Breeders Association AssociationIf If the state wins its case in which it will con ¬ tend that the Harford County Itacing Commission is no commission at all because its members did not qualify within the legal limit of thirty days the decision will apply equally to the Pimlico track be ¬ cause the Baltimore County Itacing Commission railed to qualify too tooXo Xo proceedings will be taken by the state with re gard to the Baltimore County Commission whicn controls the racing at Pimlico until the Court of Appeals has decided the Harford County case caseHavre Havre de Grace Md September 27 The track was still heavy today but some fairly good racing resulted although the cheaper class of horses pre ¬ dominated Lace and Federal were withdrawn from the handicap leaving Tartar Barnegat and Cadean to go Tartar was an easy winner over Barnegat which had no contention for second place placePardner Pardner showing much gaineness came from be ¬ hind in the second race and catching Fred Mul hollaud forty yards from the finish got up to win going away Fred Mnlholland had assumed the lead at the far turn and appeared the likely winner on turning for home The first race went to Con ¬ tinental In this race Ringling got away in a tangle made up much ground and finished second secondMoncreif Moncreif was best of a fair lot of platers in the fourth leading all the way but had to be ridden out to withstand the challenge of Ochre Court which finished fast ou the rail railEd Ed Cole will have supervision of the racing on the Canadian Northwest circuit next season which will open at Calgary in May for seven days and which will close in August AugustPlans Plans are imder wav for tho holding of a ten days meeting in Pittsburgh next summer summerHorsemen Horsemen here were glad to hear of the success of H G BedwelFs entry in the St Louis Cup race raceSenator Senator Ollie James of Kentucky was a visitor at the course today The todayThe exodus of horsemen to Laurel will begin to ¬ morrow The stable of Oapl R 15 Passat t will bi among tl first to go v John vJohn Thompson was an arrival today from Ana ¬ conda Mont
