DEVELOPMENTS AT ANNAPOLIS, Proposed racing legislation continues, to hold the limelight at Annapolis?, whore the Maryland Lcgis latino is in session. The Baltimore Xews. in discussing the Hull bill, patterned after the Xew Yovk law. says it makes the real beginning of the anti-racing light anil of course will have the combined opposition of the racing interest of the state. S.Miator Hammond, v.h-i has introduced a bill creating a State Racing Commission based on the Keiiticky law. with a l." per cent, tax on gross receipts added, is expected to have that measure amended in oniicittee. As tlie bill now stands, it names the proposed coniiuissio:i and it is composed of ra-o track heads themselves. It is understood that Mr. Hammond did not make those selections seriously, but put the names in hurriedly so that he could got the bill before the Legislature promptly. Before tlie bill gets out of coininlttoo other names will be substituted. One of the names suggested is that of Stevenson A. Williams of Beluir, who is satisfactory to the racing people. However, one ohje tion urged against his selection is that he has from the beginning been the counsel for the Havre do irace track. It has been estimated that Mr. Hammonds 1." per cent, tax on gross receipts would bring to the state something like 00,000 a year." says the Xews. "but the r;;ce track - people themselves art-arguing that such a tax ought not be higher than 5 per cut. A bill witli so small a tax is not likely to get through the Legislature at this time, when tlie state is looking around rather desperately for mere revenue."
