REBUILDING AT HAVRE DE GRACE. Havre de Grace, Md., February 23. Despite the fact that a bill has been introduced into the state legislature aimed against the operation of the Harford Agriculture and Breeders Association race track here, work has been resumed in rebuilding the grandstand and clubhouse, which were destroyed by lire last November. The contracts have been let and most of the building material is now on the ground. It is proposed to have both structures completed by April 18, the date set for "the spring opening. The grandstand will be a steel and concrete structure, and the clubhouse, in which will be the offices of the association, will be built of frame construction. Robert A. Tucker, superintendent of the track, arrived here last vfeek to look after the work.
