JAMES R0WE MAY PRESIDE AT HAVANA. Havre de Grace, Md., Novenilier 14. Manager II. D. Brown, who is here in the interest of the Cuba-American Jockey Club, feels much encouraged by the response of the horsemen with entries to the stakes that will be run at Oriental Park, Havana, during the coming winter. Entries to the twenty stakes will close on Monday, and Mr. Brown will announce his staff of officials within the next few days. T. C. McDowell will be one of the stewards, and James Milton the starter. James Rowe, Americas foremost trainer, who is in charge of Harry Payne Whitneys horses at Brook-dale, probably will be the presiding judge. Mr. Rowe has filled official positions at various times with great credit and would be a strong addition to the excellent staff that Mr. Brown is getting together for his Cuban meeting. Malicious re-Irts have been circulated that a charge of 00 a day would be made against the liookmakers doing business in connection with the meeting. Mr. Brown today came out with positive assurances that no excessive fee would be exacted from the layers. He also asserted that the ring positively would be an open one.
