OENERAL NEWS NOTES OF THE DAY. The measure received a majority of the votes cast, but not the two-thirds proportion which is necessary . for congressional approval of a change in the basic law of the republic. There were 197 votes cast for the proposal to submit the amendment to the states and 189 against it. The affirmative vote was sixty-one short of two-thirds of those voting. The political deadlock in Portugal continues. Premier Victor Coutinho. despite his defeat in tje senate, which declined to give him a vote of confidence, declares that he Will remain in power sj long as lie has the confidence of the president o" Portugal, .Manuel de Arriaga, and the supiwrt of the Democratic party. The chamber of deputies again voted confidence in the new ministry on motion of Dr. Affonsa Costa, a termer premier of Portugal.
