! WILL TRY AGAIN IN TEXAS. El Paso, Tex., December 28. The breeding and racing interests of Texas are to make another determined effort to secure at the coming session of the Texas legislature the passage of a bill patterned after the Kentucky law that will permit racing throughout the state. The Texas Thoroughbred Association, composed of representative breeders or the state, is behind the project, and several of its members, who are. at Juarez, profess to believe that such a bill will go through. The legislature will meet at Austin in January, aud a bill patterned after that of Kentucky, with the raciug commission and pari-mutuel ideas embodied, lias been framed and will be presented as soon as the legislature convenes. The only difference of opinion among the pro-, meters of the bill relates to the composition of the racing commission. The breeders association want three of their number, together with a farmer and a -business man, to comprise the commission, to be appointed by tiio governor, while Dr. L E. Clark, of Schulenberg, who is a breeder and Ji member of the state senate, and a man of wide influence, iu sists that the bill be framed so as to permit the governor to appoint auyone he sees fit. Dr. Clark some years ago withdrew his membership in the Texas Thoroughbred Association after some disagreement with several of the other members, and it M said that he is very much opposed to having any of his former confreres placed upon the commission, or having the association given official recognition by the legislature and governor. It is said tuat the governor is heartily iu favor of the racing bill. As already framed, the bill provides that a certain percentage of the racing receipts of each race meeting in the state he turned over to the A. and M. State College, and another portion be set apart .for the improvement of roads throughout the state.
