ARKANSAS BILL IS PASSED SENATE ADOPTS SAWYER RACING MEASURE BY VOTE OF 17 TO 1G Amendment Made Exempting ThirtyFivo Counties of the State from Its Provisions Necessitates Send ¬ ing of Bill Back to Lower House for Concurrence Little Rock Ark February 27 The Sawyer rac ¬ ing bill authorizing a racing commission and legal ¬ izing parlmutuel betting was passed today by the senate by n vote of 17 to Because the senate added an amendment exempting thirtyfive counties of the state from the provisions of the bill the measure was rushed back to the house for concur ¬ rence renceAlthough Although of n general nature Hie bill will apply virtually to onlv the Hot Springs track for which reason it has been the subject of a bitter light in the upper house houseIn In preparation for the consideration of the bill its friends put through an amendment to the rules under which the senate has been working by which the majority may rule on all subjects It is prob ¬ able that the bill could have been passed Thursday afternoon when the rules were amended to facilitate its passage and it was at one time called for but the motion was withdrawn those who have been pushing it not desiring to use steam roller tactics tacticsIt It is expected that if the house concurs in the senate amendment and the governor approves tin bill a spring meeting will be held at Oaklawn Hot Springs palatial racing plant this spring There has l een no racing worthy the name in Ar ¬ kansas since 1007 when the Amis antibookmaking law went into effect
