When a scale of weights for age is not fixed by the regulations of any course or by the conditions of a meeting or race the following scale shall govern: For steeplechaser, and hurdle races less than three miles from January 1 to July 31, inclusive, four years, 145 pounds; five years, 150 pounds; six years and over.
