DISPOSITION OF RED CROSS FUND Kentucky Racing Commission Decides That the 00,000 Be Prorated Among State Chapters. Louisville, Ky., May 2.". — Members of the Ken-tneliy Stale Haeing Commission met last night at the Pcndciuiis Club, to discus-: different racing phase;, hut mainly to reach a solution as to what dis|K sition to make of the Hed Cross fund of 00,000 pledged for this year by the various branches of the thoroughbred industry in the State of Kentucky. The entire niemliersliip. comprising Messrs. J. X. Camden, T. II. Talbot. Allie Young. Charles F. Grainger and General W. B. Haldeman wire in attendance, also John H. Downing, state chairman of war fund; Col. Pat Hanlon. Jefferson County chairman of the war fund: G -orge Hunt, Fayette County chairman of the war fund; Alvin T. Hert, Senator Thomas A. Combs, Matt J. Winn, A. B. Hancock, Harvey Meyers, K. L. Baker and Stuart Hunter. Chairman Camden stated to those present, that the meeting was called for tlie purpose of determining the disposition of the iS3 IO.MX Bed Cross f„nd which is now being raised by the thoroughbred horse interests of the State of Kentucky. Some of the gentlemen present representing dif ferent Red Cross chapters of the state, expressed the view that this money should Ik- credited to tie- chapters where the different race tracks were located. At this point Mr. Camden made it clear that this was a state affair and not one that any one chapter should lie given any more credit than the others. He stated that there was a refund of 25 per cent to each local chapter for the donation made by that chapter to the Red Cross fund, and that he thought it was only fair and just that every county in the state that "had a Red Cross chapter should receive a part of this 20 per cent refund. STATEMENT MEETS WITH APPROVAL. Ami his statement was heartily approved by all present. 1poii motion duly made by Judge Young, ■Ml and carried, the following resolution was passed unanimously: Revolved. That the sum of 00,000 contribute 1 through this commission, by the thoroughbred horse breeders, emnloyes. owners and race tracks of Kentucky to the American Red Cross fund, shall be sent to each Red Cross chapter of tlie state and prorated between them, in accordance with the liiota now assigned to each chapter by the state Red Cross organization: said sums shall be sent by the secrctarv of this commission under the direction of the chairman of said commission, and he will at once ascertain the amount of each quota and pledge to each chapter which proiiortion of said 00,000 donation it shall receive. Friday night. May 24, 1018, has heard with deep grief of the death of General John Breekenridge Castleinan, soldier, citizen and philanthropist. From tlie time, as a mere lad, when he destrode a Kentucky horse in Morgans Cavalry, to the later days, when he rode the matchless Carolina, General Castlemans devotion to the horse, saddle-bred and thoroughbred, represented an ideal, which this commission recognizes as preeminent and which it has always sought to foster and maintain. In view of his laUirs to secure tlie proper appreciation of the Kentucky horse, the Kentucky Racing Commission comments ii|ton his passing as that of a beloved leader and colleague and unanimously .Continued on second page. « DISPOSITION OF RED CROSS FUND Continued from first page. approves the following resolution: That; this commission hereby directs its secretary to place a suitable garland upon General Castlemans bier and: That, a copy of this foreword and resolution be duly engrossed and presented to his family and that a copy of it lie given to the press. The secretary read a letter from J. B. Robinson, tendering his resignation as telegraph censor, which was accepted. L. O. Tlieisen was appointed telegraph censor to fill the vacancy made by the resignation of Mr. Robitisoii. Tlie following resolution was adopted: That all owners of thoroughbreds and trainers licensed by the Kentucky State Racing Commission, submit to the secretary of the Kentucky State Kacin-. Commission, at once, the names and ages of all their employees, including jockeys, grooms, exercise boys and others receiving a wage. That all racing associations under the jurisdiction of the Kentucky State Racing Commission, provide the secretary of the Kentucky State Racing Commission with a record of the names of its employees and their ages: The following rule was offered: That any racing official hereafter connected with any of the race tracks, who shall fail, or refuse to obey or cany out any rule or order made by lliis commission, shall lie immediately discharged by the race track which employs him and he may lie fined in any sum iu the discretion of the commission. Any race track failing to discharge such officials, shall be fined iu any sum iu the discretion of the commission, or refused a license to operate. The following new rule* were adopted: There shall lie held each year two regular stated meeting of this commission and as many special or -allcd meetings as the business of the commission may require. Said regular stated meetings shall lie held respectively on the second Saturday in June and the second Saturday in November, and at the June meeting racing dates shall bo allotted to the various racing associations licensed by this commission for race meetings to be held the following fall. At the regular stated November meeting. racing dates shall lie assigned to the several associations for the following spring meetings, commencing November. lJIK. These regular meltings can only be dispensed with by this commission for good reasons known to this commission. The following new rule was also adopted: Not less than thirty days before the beginning of acli race meeting, each association licensed by this commission, shall file with the secretary in the office of the commission, a statement setting forth the names of the racing officials engaged to conduct said meetings, and said officials shall be Mlbji-ct to the approval of this commission and. if any change iu said offices is made necessary thereafter, either before or during the meet ins, by death, resignation, illness, removal for cause or otherwise, the vacancy shall Is- filled by the association affected by appointment, subject to the approval of the Racing Commission.
