THE GOVERNMENTS NEEDS If Germany consents to withdraw her troops from Belgium France Russia and Koumania demobilize and await a dictated peace she will avoid a part of the punishment which she so richly merits namely the devastation of her own towns and terri ¬ tory toryBut But to do this the kaiser and the militarists will will have to go and the question is whether they and Germany are prepared for the extinction and punishment which in any case will be forced upon them In the meantime there is much to be done and the government needs every penny which the people can spare and something over Peace or no peace we must remember that we have an army of two millions on the other side of the water to feed and clothe and comfort as far as possible There is a great navy to maintain and vast expense of administration for which ordinary appropriations are entirely inadequate Therefore we all have to use every effort and strain every nerve to make the Fourth Liberty Loan an immense and emphatic success successThis This will serve to show Germany that the people as well as the President are thoroughly in earnest and are resolved to bring this war to such a con ¬ clusion that permanent peace for the world is secured If the loan were a partial success it would encourage Germany to believe that the country was only half in earnest arid that something was yet to be gained by spurious concessions to liberal sentiment and that a negotiated peace was possible New York Herald
