Y., November 4. The management of the Westchester Racing Association has determined upon a program of tests for American thoroughbreds, for years to come, which will be in keeping with the quality of the course over which they will be decided. Among the changes are a 0,000 guaranteed value for the Belmontv Stakes, the remodeling of the Futurity in a way that will make it the richest of the two-year-old prizes, and the framing of a great weight-for-age race at two miles, to be known as the Jockey Clubs "Gold Cup. The Westchester Racing Association will not disturb, the condition of the Belmont Stakes of 1921, which is closed, but, following its policy to encourage larger fields and give some interest to the nominator, will independently, after dividing the stakes in accordance with the conditions, present 00 to the second horse, 50 to the third horse, 50 to the fourth and to the nominator of the winner ,000, and to the nominator of the second home 00. .
