CANADIAN REFORMERS BUSY Test Case to Be Made in Endeavor to Prevent Pari-Mutuel Wagering. TORONTO, Out.. December 22. Without making any promises as to further government action, Hon. W. E. Raney announced yesterday that a decision had been reached to submit to the courts a stated case on the powers of the province in preventing pari-mittuel betting at race, tracks. The matter will be brought before the Appellate Division of the Supreme Court at its January sitting, witli Edward Bayly, R. C, representing the Crown. The movement in the courts is the governments response to representations made by the Inter-Church Advisory Council and the executive of the Social Service Council. The former, in a formal resolution, drew attention to the tremendous amount of wagering done at the race tracks through the pari-mutuel machines, and asked that the government introduce legislation at the coming session to prohibit pari-mutuel operations at all race tracks. The Social Service Council resolution contained the same general sentiment, but drew attention to the doubt which apparently existed as to the right of the province to interfere with the pari-mutuels, and expressed the opinion that the matter was important enough to justify the government in submitting a stated case to the courts with a view to having its powers in the matter defined.
