MARYLAND PROFIT CONTROL Racing Commission Has Doubts as to Its Power in the Matter HALTIMOHE Md March 24 Question of the power of the racing commission to regulate or in any way control the profits of the race tracks was raised at a recent meeting of the commission commissionThe The question was raised by the commissioners themselves The matter of profits and their regu ¬ lation and control is one that the commission lias been anticipating as its big task for the next year Previously no one had seemed to doubt that the commission has full power to control the race tracks profits under the Burke law lawCommissioner Commissioner Joseph P Kennedy suggested a method by which doubt of the commissions power may be eliminated and this suggestion was adopted tentatively Under it Mr Kennedy is to draw a new form of license for the tracks for the spring meetings meetingsIhe Ihe license is to contain a provision to the effect that acceptance of it is an acknowledgement by the racing association to whom it is issued of the power of the commission to regulate the profits of the association associationMr Mr Kennedy announced that he will submit a draft of this new license form to attorneygeneral Armstrong ArmstrongSecretary Secretary Hayward of the commission was in ¬ structed to begin work of appraising the value of the tracks as a first step in the matter of regulat ¬ ing profits in the event the new license form is adopted or that it is definitely established that the Hitike law will permit such regulation regulationIt It is planned to have the commission make an appraisal to seek the tracks own valuation and to find the investment value which the government determined on in its taxes From the three it is believed that a fair appraisal can be found
