COMMISSION WARNS ITS EMPLOYES BALTIMORE. Md., October 2S. The Maryland Racing Commission has adopted a resolution instructing all of its employes iit the Maryland race tracks to "refrain in all cases from giving orders or instructions to officers, agents or employes" of the tracks and prohibiting them from "committing themselves or the commission to the approval or disapproval of any particular feature of the management or operation." Commissioner Jervis Spencer, Jr., declared that no particular incident gave rise to the resolution. Its object, he said, was to prevent incidents arising .which would change or add to the commissions functions under the law.
