DEFER HALL MEASURE TO FEBRUARY 28 BALTIMORE, lid.. February 21.— Action on the Hall anti-race track bill has been deferred until February 2S, following a meeting of the house judiciary committee at Annapolis. The measure was reported favorably on the floor of the house, but the anticipated fight over adoption of the committees report did not develop when Mr. Hall announced that he would be willing to postpone consideration of the measure until date of the amendment. It therefore was made a special order of businesa for 12:30 on February 28. The bill was reported only after Mr. Hall had collected the fifteen »ig-natures necessary to order it out of committte. He twice agreed to a postponement in reporting the measure so that it would not conflict with presentation of the reorganisation bill on the floor of the house.
