OPPOSITION TO BUTLER BILL NEW ORLEANS. La., July 4. The Butler forces sustained another defeat in the house of representatives Monday when the house refused to suspend the rules to advance the anti-racing bill to third reading while considering senate measures. They were only able to muster 49 votes, with 33 against them. Many of tho New Orleans members were ablaut.
