RULING AGAINST C. W. ROSS NEW KENSINGTON, Pa., The following ruling was handed down by presiding judge Gerhardy yesterday : For conduct detrimental to the best interests of racing C. W. Rcss has been denied the privileges of the Erie State Fair Association tracks, and the further entries of any horses in his charge refused.
