PLANS FOR DETROIT CICERO, 111., Aug. 7. Before leaving for Detroit, where he will send the fields away during the inaugural meeting of the Detroit Racing Association, Roy Dickerson will direct the mixing of a quantity of sand with the top soil on the main course and chutes at Arlington Park. Dickerson plans to reach Detroit at least ohe week before the opening of the meeting which is set for September 2. According to word received here, Peter A. Markey, Detroit sportsman and acting head of the Detroit Racing Association, is swiftly recovering from a minor throat operation. He hopes to resume personal charge of preparations for that associations meeting within a few days. Work on improvements to be made at the State Fair Grounds, which has been leased by that association, got under way today.
