EUROPE MAY ESCAPE WAR NEW YORK N Y July 17 While the man on the street in Europe talks as if a war is inevitable there are some well in ¬ formed people who think Europe will get by without a war Joseph E Davies United States ambassador to Belgium said upon ar ¬ riving for a brief vacation in this country yesterday However people generally seem to be apathetic and despairing said the ambassador who insisting he was not here on official business disclosed he would visit President Roosevelt and Secretary of State Hull Asked if he thought President Roose ¬ velt would seek a third term Davies said I cant speak with authority but my opin ¬ ion is he does not want to run He may be forced to run though If he does Im for the boss foot horse and dragon
