HBPA Approves New York System SystemSuggest Suggest Other States Adopt Plan Used There for Issuing Of Licenses to Trainers NEW YORK N Y May 6 At a meet ¬ ing held by the New York division of the Horsemens Benevolent and Protective As ¬ sociation at the Whitman Hotel on Thurs ¬ day evening May 4 at which Maj T H McCreery presided as chairman the fol ¬ lowing members were named as directors of the New York division Thomas J Car ¬ roll W B Mitchell John Partridge Isa dore Bieber Harris Brown L H Nimkoff Sol Rutchick Edward Mulrenan William Douglas Hirsch Jacobs Hugh Dufford James Graf John Theall and Moody Jolley JolleyMajor Major McCreery stated he had at the National Racing Commissioners Associ ¬ ations annual meeting in 1943 suggested to their board of directors that two train ¬ ers and one steward be appointed in all racing states as a committee to pass on trainers licenses The president then stated the same committee to act as a committee of courses to inspect and make recommendations to racing associations as to the upkeep and care of the race tracks in order that we may eliminate some of the unsoundness in our horses because of racing and training over unsafe race tracks In view of the success of the few stewards we have that are horsemen we recommend that each racing state provide one steward who is a horseman and has trained horses for 15 or 20 years or more to act as horsemens steward and to be available to the horsemen at all times to act for the benefit of better racing and better racing conditions for the owners and trainers and to present such suggestions and complaints the horsemen make to him the other stewards at each race course and racing commissions of that state Isadore Bieber Objects ObjectsUpon Upon asking approval of these sugges ¬ tions Mr Isador Bieber objected stating that such horsemen on the board to recom ¬ mend trainers license may have some prej ¬ udice against granting licenses to new trainers It was then suggested in lieu of the two trainers and one steward that the H B P A write a letter withdrawing that suggestion and replacing it with the fol ¬ lowing that each state copy the proce ¬ dure used in the state of New York which is that each new applicant for a license be thoroughly investigated by stewards and be accompanied by two letters from promi ¬ nent trainers of that state The other two suggestions as recommended to the racing commissions to stand as written writtenAfter After thorough discussion on the raising of the purses in the state of New York it was decided to appoint a committee of three to make certain requests of the rac ¬ ing associations of this state After other subjects were discussed the meeting was adjourned with much enthusiasm and with the announcement that another members meeting will be held the first week of June Directors meetings will be held at such times as the vicepresident and secretary deem it necessary
