New Maryland Resolution On One Per Cent Affair AffairPermit Permit Tracks Half of Deduction To Offset Increase in Purses PursesBALTIMORE BALTIMORE Md May 31 In a turn ¬ about action the Maryland Racing Com ¬ mission recently revealed that the flat 1 per cent deduction from wagering pools al ¬ lowed this states four major tracks for improvements to racing had been nulli ¬ fied and instead henceforth the tracks will be permitted to collect onehalf of 1 per cent to offset increased purses arid another half per cent to be placed in a fund pend ¬ ing action by the 1945 legislature legislatureAnnouncement Announcement of the change was made by Frank Small Jr chairman of the com ¬ mission following a conference with States Attorney General William C Walsh WalshThe The 1 per cent affair and its many ramifications goes back to 1938 In that year the commission granted permission to the four major tracks to deduct 1 per cent from wagering pools for improvements to racing It was specifically stated that monies so accrued were not to be used as dividends dividendsOn On February 9 of this year the commis ¬ sion requested the four tracks file reports on disposition of funds estimated in excess of 2000000 Following numerous confer ¬ ences between the commission and track operators the commission announced it was satisfied with submitted reports and the affair appeared to have been termi ¬ nated The recent resolution nullified all previous decisions regarding the matter
