New Subjects Added To Program of NARC NARCWarTime WarTime Racing in Canada Will Be Discussed by James Heffering HefferingA A number of new subjects have been added to the program of the annual meet ¬ ing of the National Association of State Racing Commissioners to be held here in Chicago July 3 to 6 James Heffering president of the Incorporated Canadian Racing Associations will be present and will give a talk on wartime racing in Can ¬ ada as well as on international coopera ¬ tion tionLeslie Leslie Combs II chairman of the Ken ¬ tucky State Racing Commission has been asked to discuss the urgency and import ¬ ance of State Racing Commissions respect Ing each others rulings Alex M Robb executive secretary of the Thoroughbred Racing Associations of the United States will give an outline and analysis of a sur ¬ vey on claiming races recently completed The steps taken by the New England states toward cooperation in the observ ¬ ance of rulings and uniformity of racing rules will be the topic of George W Con way chairman of the New Hampshire Racing Commission John J Swisher executive secretary and general manager of the Jockeys Community Fund and Guild will represent that organization in participation on the program programOther Other speakers and discussions pre ¬ viously announced include Herbert Bayard Swope Lincoln G Plaut Maj Thomas H McCreery John M Gaver Kenneth Friede Dr Charles E Hagyard J A Estes Ne ¬ ville Dunn Maj Ednyfed H Williams Charles J Connors president of the NARC Beverley Broun and others othersThe The entertainment committee com ¬ posed of the presidents of the Chicago area track associations and members of the Illinois Racing Board hasnt over ¬ looked anything in arranging for the com ¬ fort and entertainment of those attending and both the business and social features insure one of the most interesting and en ¬ joyable meetings that the association ever has held
