Delaware Designs War Relief Policy PolicyCard Card Six 10000 Races and Owners of Winners Must Designate Beneficiaries BeneficiariesSTANTON STANTON Del June 21 Bryan Field general manager of the Delaware Steeple ¬ chase Race Association yesterday issued the following statement on the tracks policy in handling War Relief Horsemen who have come to regard Delaware Park as their own race track will have a new privilege beginning Thurs ¬ day June 22 when the first of six new 10000 War Relief purses will be run The winning owner of each of the six races will have the right to direct Delaware Park to pay 10000 to War Relief At the winning owners option he may allot this money to War Prisoners Aid Inc United Seamens Service the American Red Cross or the United Service Organizations Inc Dela ¬ ware Parks War Relief money is thus swelled 60000 by the new and novel method of distribution Previously Dela ¬ ware Park allocated 25000 as a DDay outlay making a total of 85000 during this meeting for War Relief ReliefThe The decision establishing the War Re ¬ lief procedure was made by officials after lengthy conferences mainly because the Delaware law does not permit the leasing of the track for charity or war relief as has been done in several other states The Delaware law prohibits the use of the license other than as defined in the law No Income Tax on Purse PurseOne One of the points explicitly covered by the officials is that the winning owner will not have to pay income tax on the 10000 War Relief Purse The presentation of the checks is planned for July 4 Independence Day the final day of the Delaware meet ¬ ing The six war relief purses will be run tomorrow Thursday June 22 Friday June 23 Monday June 26 Tuesday June 27 Friday June 30 and Monday July 3 3Following Following is the text of the conditions governing the six new races of course the regular purse money goes as usual plus the 50 per cent in War Bonds as called for in the condition In addition the Delaware Steeplechase Race Association will add a purse of 10000 and the owner of the winning horse shall have the right to designate all or any part of such purse in such propor ¬ tions and amounts as he deems fit to any one of the following War Relief charities United Service Organizations Inc Amer ¬ ican Red Cross United Seamens Service Inc and War Prisoners Aid Inc IncNo No payments from the added 10000 will be made except to the extent and in the manner in which the owner of the win ¬ ning horse shall designate designateThis This is over and above some 32000 contributed on DDay when the net pro ¬ ceeds of the association jockeys fees and horsemens contributions were made to the war effort
