Louisiana Racing Bill To Alter Distribution DistributionMeasure Measure Introduced in Assembly To Rearrange Division of Taxes TaxesBATON BATON ROUGE La May 24 Another proposal to rearrange the division of taxes and fees from racing in Louisiana was in ¬ troduced in the lower chamber of the State assembly by representative Max Blanchard of New Orleans The new measure follows closely the one offered by representative Joseph Blasi and like the latter bill does not provide for an increased levy but tends to alter the present distribution of the funds collected through the Louisiana State Racing Commission CommissionBlanchards Blanchards bill provides for 250000 to be dedicated to the support of Delgado Vocational School in New Orleans after the expenses of the commission as well as the 250000 presently pledged to Louisiana State University are deducted The re ¬ mainder would then be divided equally be ¬ tween the state general fund and the mu ¬ nicipality in which the racing is conducted conductedIn In offering his measure representative Blanchard pointed out that the Delgado School is gravely in need of additional funds and requests for assistance from the commission council of New Orleans in the past have been rejected rejectedShould Should either the Blasi or Blanchard measure be enacted by the legislature the revenues of the city of New Orleans would be reduced considerably as the present law specifies that the municipality receive threefourths and the general fund one fourth of the revenues after deducting the expenses of the commission and the 250 000 for the Louisiana State University UniversityBoth Both Blasi and Blanchard are members of the administration forces in the House and an agreement may be reached after action by the ways and means committee whereby one of the bills will be withdrawn
