House Passes Breakage Bill in Massachusetts MassachusettsNew New Measure Proposes Entire Amount Be Given to State StateBOSTON BOSTON Mass May 26 The breakage bill on horse tracks before the Ways and Means Committee of the Tower Chamber of the Massachusetts legislature that had earlier been referred for more study was brought up on the floor of the House yes ¬ terday after the committee reconsidered its decision and passed by 125 to 89 The bill proposed by representative Dickey Republican of Reading provides that the entire breakage at horse tracks be turned over to the state The present method of handling the odd pennies and nickels give the state 50 per cent and track retains the other half An earlier bill proposed that breakage be returned to the bettor was defeated 131 to 85 by a roll call vote A move for reconsideration of the breakage bill was defeated and the engrossed bill was sent on to the Senate SenateThe The breakage received from County Fairs was included in a separate bill which was defeated after long arguments on the floor of the House The present system is a fiftyfifty split between the State and Fair organization organizationWhile While the House was acting on the breakage bill the Senate passed a bill which would give the small community home rule in determining whether or not it wanted a race track erected within its boundaries Under present legislation there is very little the small communities can do to prevent a race track from set ¬ tingup business It was pointed out by Sen Richard H Lee Newton Republi ¬ can that although counties may vote every two years two or three large cities domi ¬ nate the vote
