GOSSIP OF THK TPRF. The failure of Mr. Bush to present at the last meeting of the stewardsof the Western Jockey Club the proposed resolution to have the no-recall system of starting adopted on all tracks under the jurisdiction of that body does not mean that Mr. Bush has abandoned the idea or that such a measure will not become a rule. It is the best system, and it is only a matter of time until it will be in use on all the tracks. Whether the Western Jockey Club takes action or not it will be in use at the fall meeting at Latonia and at the winter meeting in New Orleans. Speaking of the system Secretary E. C. Hopper said a day or so ago: "I have studied the question in all of its phases, and I have given careful attention to starts with and without the recall flag, and I have long since become convinced that the abandonment of the flag is to the interest of the sport. It makes a difference of half an hour to an hour per day in the time of the running off of the program, which is an item of great moment in these days of quick action. There will be no flag iu the future at Latonia."
