TRAINER OF FRIENDLESS IS A "RINGER." W. A. Tolton Identified as William Brown, Ruled off at Detroit Along with E. E. Farley. The Stewards of the Western Jockey Club held their regular monthly meeting yesterday. The session was largely devoted to routine matters, principally action upon applications for restoration of persons who had participated In the racing at American Turf Association tracks and the granting of licenses to such as were again placed in good standing. The recent investigation into the rucing of the horse Friendless at the Crescent City Jockey Clubs, track developed that the Western Jockey Club had granted a- trainers license to a ruled-off person. It appears that in connection with the ringing of Aimless as Sarali Black at Grosso Pointe, Detroit, in 1903, William Brown, then in the employ of E. E. Farley, was ruled off. When the meeting at the old track in New Orleans opened on Thanksgiving Day, Brown was there with a license and traveling under the name of W. A. Tolton, trainer of Friendless. He was not identified until the claim was made that" another horse had been substituted for Friendless in the race of January 21. The license of W. A. Tolton was revoked. Other business trans-.acted was as follows: Application for reinstatement of jockeys John Dale and Vincent E. Foy were denied. Application of S. James for reinstatement of the horse GlenUo was- laid on the table. Application for reinstatement of F. Huston, jockey, suspended by the Board of Stewards in 1003, was granted. Applications for reinstatement were read and the following persons restored to good standing on tracks under the jurisdiction of the Western Jockey Club: Jockeys O. II. Anderson, John D. Bllac, W. Bryan was appointed official steward to represent Western Jockey Club at said meeting. In matter of complaint against Jockey Jos. Harris receiving apprentice allowance, allowance was withdrawn and Owner Walter K. Sugg lined $."0 for carelessness in signing application that boy had never ridden a winner. Complaint of F. J. Hall against P. II. Hiekey was laid on the table.
