PENALTY OF THE ROGUES BADGE. In England hereafter unruly horses are to receive scanter consideration, in token whereof the all powerful Jockey Club has promulgated the following edict: "The stewards of the Jockey Club give notice that persons intending to run their horses In blinding hoods must first obtain permission from the stewards of the meeting to do so. These horses are to be treated as unruly horses, and the starter is to use his discretion In placing them as under Rule 13S."
