LANTERMAN ARRANGING SETTLEMENT New York. April 28. — Frank Lanterman, the western bookmaker. Who left Saratoga two years ago leaving unpaid markers to the alleged amount of STrj.tKS is here and arranging a settlement of his obligations. He says he will not be able to settle in full, but will pay each one of his creditors in part ami grre notes for the remainder.
