NEW ORLEANS PLANS FOR WINTER. New York, September 2S. Colonel Matt Winn, who will manage the racing at Xew Orleans the coming winter at both the Crescent City and City Park tracks, lias been in town two or three days In consultation with Samuel F. Heaslip. Mr. Winn said that there would be no material change in the list of officials as announced some time ago. Clarence McDowell will be presiding judge and it is possible that Will Shelley, of Louisville, will be his associate-. Mr. Winn will be in the stand himself to exercise a general supervision over the conduct of the sport. . Considerable money has been spent at the Iair Grounds in improvements luring the summer and the new steel grand stand is now about completed. Some Improvements have also been made at City Park. It needed but lit tit; done as the racing plant there Is up to date in every respect.
