TALKING ABOUT A DEAD ISSUE. Giving currency to what is probably a baseless rumor, to the effect that? as far back as last September the Jockey Club had decided to do away with the- standing start system in favor of the walk-up plan of starting, the New York Sun says: "But while it is said that the Jockey Club stewards liave yielded to an alleged public clamor the fact remains that there are many conservative horsemen who believe that the walk-up system will not be a permanent fixture. These men have insisted all along that the walk-up starting would afford an Immense advantage for quick breakers at the post, wliJle horses not inclined to get away at a given signal would be so hopelessly handicapped that they would have practically no chance to make lost ground.
