VIRGINIAS "LEGITIMATE SCALE." Memphis, Tenn., December 1G. Captain James H. Reus, well known in western racing circles, has just returned from a trip throurh"" Virginia and North Carolina. He says he agrees with Tennessee turfmen that a "bettingless" meeting in tliis state is the only possible solution of racegoers unless the new organization planned on the Atlantic coast states reclaims racing under conditions that existed during ante-bellum days. The new organization, launched in Virginia will try to operate racing on what is referred to as a "legitimate" scale, and is composed of such well-known racing men as II. T. Oxnard, II. G. Brecken-ridge, James Kerr, R. J. Hancock, Arthur Hancock, Robert Neville and William Garth.
