JUDGES HAYE A BUSY DAY RULINGS AFFECTING HORSES AND JOCKEYS PROMULGATED AT JACKSONVILLE. Rains Falls but Helps Rather Than Hurts the Track Winners of Sort to Discourage. Run-ups Jockey Cole Rejoins Schorr Stable. Jacksonville, Fin.. February 10. Tlio card at Moncrief Park this afternoon was framed to suit the poorer classes of horses, the condition of a majority of the races calling for non-winners of more than one race at the meeting. The first race was a Hi-coders lurse and the other live were cheap selling affairs. A majority of the finishes found the winners, under hard drives and in two of them noses separated the first two at the end. Suregct and Congo -scored as first choices. Rain which started in last night did not affect the track. It rather helped and the going was extra good. There were no runups, as no one wanted the winners. After netting in the fourth race had been going on for about tive minutes it was discovered that Siufrau was ineligible and the horse was withdrawn. All bets were declared oil and twenty minutes were allowed for a new hooking. "With Sinfrau withdrawn, the race proved easy for Sureget, which beat Kialto a length. The judges today handed down the following ruling in the Hoffman ami Stoneman cases: "The entries of the horse Hoffman Was refused on the testimony of starter Dade. Some time since he reported to the judges that there were times when he could not whip Hoffman away from the post and others when it took all the strength of an assistant starter to keep him from breaking through the barrier. When it took all or assistant starter Tribes time to keep Hie horse in line yesterday it was decided to refuse the horses eutry. The owner of Stoneman was also warned some time ago. The horse at times can take the track from anj Held and at others lumbers along in the bunch. The judges are willing to show some leniency in cases like those of Guy Fisher and Campaigner, where the fault lies mostly with the horse, although Messrs. On the strength of this statement Hopkins was reinstated witli a warning that rough riding would not be tolerated. Hopkins got into trouble again today, after ho caused an accident in the second race in the homestretch, and as a result was suspended for a week by the judges for rough riding. For striking Dell witli his whip in the second race jockey Butweli was also suspended for a week. Hell had the mount on Ynea and when the latter bled she staggered oyer against. Zool, and it was then that Butweli hit Hull. Another rider was suspended, but it was not for rough riding. Jockey Phil Musgrave presented himself at the scales in an unlit condition to ride and the matter was reported to ihe judges, who called Musgrave into the stand. It was plainly to Ik; seen that the boy had been celebrating and lie was not allowed to ride his engagements for the afternoon. As a warning for him to refrain from indulgence in future, .Musgrave was given a ten-days suspension. Frank Cole, the apprentice rider that ran away from John V. Schorrs stable at Hamilton last summer, turned up today and he will do the lightweight riiling for Mr. Schorr during the remainder of lie meeting.
