DISCUSSING PLANS AT ALBANY. Albany, N. Y., April 19. Governor Dix and Senator Brackett, tiie minority leader in the Legislature, are to have a conference concerning proposed racing legislation, it is understood. Senator Brackett is quoted as being of the opinion that the directors liability law can Iks satisfactorily amended by having race track officers to enforce the law appointed and removable by tiie governor, attorney-general, state comptroller or some other state olliccr, the salaries of the ollicials being paid by the racetrack associations. Senator Brackett is also quoted as saying that he believes that the present provision of law defining bookmaking could be amended so as to make it less stringent and still practically as forceful as the present law. When the law was enacted there was a strong difference of opinion, lie says, as to just how bookmaking should be defined.
