SENATOR BRACKETTS LATEST IDEA. Saratoga. N. Y.. July 17. — It is reported here that Sen i tor Brackett will introduce a bill in the Legis-lature as a substitute fur the Gittins bills. Senator Etraeketta bill, it is said, will relieve the directors of race, tracks from responsibility for violations of the Agnew-Porkins law and will place it on the •boulders of a stale raciug commisisouer, appointed by the Governor to inspect the race tracks and report say transgressions of the law. Senator Brack-efts proposed bill, reports say. will bring about tiiiMiy changes. It will replace the present board of three state racing commissioners — James Wadsworth. IT K. Knapp and John Sanford — with one man, who "ill have absolute authority over racing in this Mat-. The fomwlalsonnr will issue licenses to race tracks to hold meetings and raeing associations that fail to reeoive this license will not be permitted to Jive meetings. Hie commissioner, under the terms of the bill, is I" visit all race meeting-, and order the arrest of violators of the law.
