SENATOR BRACKETTS LATEST IDEA. Saratoga. N. Y.. July 17. — It is reported here that Sen i tor Brackett will introduce a bill in the Legis-lature as a substitute fur the Gittins bills. Senator Etraeketta bill, it is said, will relieve the directors of race, tracks from responsibility for violations of the Agnew-Porkins law and will place it on the •boulders of a stale raciug commisisouer, appointed by the Governor to inspect the race tracks and report say transgressions of the law. Senator Brack-efts proposed bill, reports say. will bring about tiiiMiy changes. It will replace the present board of three state racing commissioners — James Wadsworth. IT K. Knapp and John Sanford — with one man, who "ill have absolute authority over racing in this Mat-. The fomwlalsonnr will issue licenses to race tracks to hold meetings and raeing associations that fail to reeoive this license will not be permitted to Jive meetings.
