FEARS GITTINS BILL WILL PASS. Albany. N. Y., September 20. Opponents of the Gittins bill, relieving directors of racing associations from liability for betting at the tracks, today expressed the fear that it will pass. The Rev. O. R. Miller, state superintendent of the New York Civic League, said: "It now looks as though the race track people have us beaten. There seems to lie a bipartisan combination between the Republicans and Democrats to pass this bill, just as there was a bipartisan combination last year to defeat the direct primary bill. It is evident that the political bosses of both the Republican and Democratic parties have arranged this bipartisan compact and it looks like they have us beaten by one or possibly two votes." One of former Governor Hughes staunchest sup-imrters iu his campaign for the passage of the Hart-Agnew and Agnew-Perkins measures admitted this afternoon that it was quite likely that the legislature would pass the Gittins bill next week. The opiKinents of the bill, according to this man, are almost ready to give up the light, but will struggle on a bit longer. They are hopeful that Governor Dix will not lend his approval to the measure iu the event of its passage.
