MOVE AGAINST THE HANDBOOKS Kentucky Racing Commission Plans to Employ Detec ¬ tives to Keep Information from Them ThemLexington Lexington Ky April 27 The Kentucky State Racing Commission with Vicechairman Milton Young presiding in the place of Col E F Clay who was too ill at his home near Paris to come to Lexington met here today Messrs Johnson N Camden and Maj F A Daingertield were the other members present Mr George J Long having been detained at Louisville by the pressure of other business businessThe The New Louisville Jockey Club was awarded the secoud renewal of the Kentucky Endurance Stakes of four miles to be run next fall General Manager Matt J Winn having made a written offer to add the magnificent sum of 7500 Thu commission wil add a gold cup value 1000 Tho commission will announce later this conditions of the race the weights to he carried the time of closing entries and the amount of payments to be made madeW W II Laudeman of this city one of the best posted and most highly regarded men of the turf iii this country was appointed by the commission to oversee the parimutuel betting He is to be paia by the racing associations 20 per day for his ser vices vicesThe The commision refused to modify its ruling pro hibiting telegraph or telephone wires or Instruments within the racing grounds and It took a more drastic step for the prevention of the dissemination of in ¬ formation to poolrooms and handbooks when it ordered That for each race meeting held by asso ¬ ciations licensed by the Kentucky State Racing Com mission the secretary shall appoint and supply with season tickets for the meeting which tickets shall be purchased by himself with funds of tup commission two plain clothes men whose identity shall not be divulged until the close of such race meeting whose duty it shall be to attend on eacu and every day of such meeting to investigate and ascertain by what means information in advance 01 the running of any race is transmitted out of the grounds of such track and racing enclosure and all other violations of law or racing rules which may be defected by them and to report to the sec ¬ retary for the use of this commission in order that the offenders may be arrested and punished flu pay for such detectives not to exceed 50 per diem the account for such service to be approved ana cer ¬ tified by the secretary and paid by the racing asso ¬ ciation at which the service Is rendered together with the refunding of the sum paid for the season tickets for such detectives The failure or icfusal of anv racing association to pay such charge when dnlv certified by the secretary shall operate for the forfeiture of the license of such association This rule intended to do away with the practice of haud bookmaking on the grounds and for the detection of which it is to be a part of the duty of the plain clothes men was adopted adoptedAny Any one guilty of making a handbook on the grounds of any racing association licensed by this commission during any race meeting thereof shall be ejected from the grounds and denied admission thereto as shall any owner trainer or jockey or other person interested in any horse or horses at said race meeting who shall be guilty of betting with or through any such handbook Such offenders shall be ejected from the grounds fined or suspended and the license of such persons who are licensed by this commission shall be revoked revokedJ J W May caled the attention of the commission to the fact that jockey Tommie McTaggart had failed to report to him and charges whereby none of the runup money is to go to the association hut re ¬ quiring that such portion as the association formerly received shall be returned to the horsemen In the form of added money to Maginn secretary and handicapper J B Campbell clerk of the course Mars Cassidy starter and George Lindenberger tim ¬ er The veterinary for Latonia is to be submitted lat ¬ er Dr J O Phelps the local veterinary dentist was on the lists of both the New Louisville and Latonia Jockey Clubs for appointment as veterinary but the fact that is not a practitioner of veterinary medicine and surgery caused
