TWO JOCKEYS REINSTATED IN KENTUCKY. Louisville, Ky., October 13. The members of the Kentucky State Racing Commission held a meeting this morning in the offices of Gen. W. B. Haldcnian in the Courier-Journal building and granted licenses to jockeys Charles Gross and Robert M. Small to ride ou Kentucky tracks for the remainder of this season. John Marklein, who was ruled off the turf at the 1910 Lexington spring meeting on account of the inconsistent running of the horse W. A. Leach, was reinstated by the members of the commission and is now restored to all turf privileges. The following action was also taken by the commission and is self explanatory: "On motion duly seconded, it is the unanimous opinion of this commission that the amendment to the racing rules as to claiming, with such changes in the present rule as may be required to properly carry out the rule, is in the best interest of racing and such changes shall be presented to the commission and acted upon after the thirty days required under the rule governing this commission. Upon motion duly seconded it was resolved that the rule No. 143 be amended so as to read as follows: Any horse starting in a selling race except the winner, may be claimed by any person for the selling price plus the purse. Every such claim must be in writing and sealed and filed vith the clerk of the scales within fifteen minutes after the official result of the race is announced. Should there be more than one claim for the samd horse, the claimants shall cast lots for priority in the presence of the judges. Xo one can claim his own horse nor more than one horse. If any person should tile before the judges twenty-four hours after said race, an affiant that he. believes and has reasonable grounds to believe that any claimant is not claiming on his own account, the judges may require of such claimant an affidavit that he is doing so."
