PROVISIONS OF THE DENVIR BILL BILLFollowing Following is a summary of the provisions of lie racing bill introduced in the Illinois legislature by Senator John T Dcuvir of Chicago ChicagoSection Section 1 A stale racing commission to be ap ¬ pointed by the governor Governor shall appoint racing commission from state public highways and good roads commission the president of latter to b chairman chairmanSection Section 2 No person may be commissioner who is involved in any way wtili racing horses or in ma ¬ terials used by any association organized under the act actSection Section 3 Provides salaries of 2500 each for commissioners and i secretary at 2100 2100Section Section 4 Commission shall make all rules not particularly specified in act actSection Section 5 Provides that commission shall issue license to any corporation incorporated in Illinois for conducting running or harness races and no race meeting may 1 held until licensed by the com ¬ mission missionSection Section C No race meeting may lie held on Sun ¬ day after dark or between October 1 and May i Section 7 One running and one harness license authorized to eacli coimtv with one each for thus of 0000 inhabitants no two meets to be held simultaneously simultaneouslySection Section 8 Commission to apportion race moots between different associations no one to conduct a running moot longer than thirty days and license may be refused when commissioners doubt honor and business integrity of association members membersSection Section Minimum admittance to track and grandstand fixed at lo per cent of which is paid to treasurer daysWhen of racing iimission every thirty days When a racing association ha received a license to conduct a racing meeting it shall provide an ad ditlonal Inclosure where will be permitted automatic registering machines in care of the necessary com potent attendants who shall act as temporary OIK todivis of moneys deposited by persons and all moneys so deposited shall be subjected to reasonable regulations made and passed iv said racing com ¬ missioners and no other inetho t shall be peruiod Each association shall cause to ln collected 5 per ¬ cent from all sums deposited and the association shall pay 2 f per cent of such 5 per cent to the treasurer of the state public highwavs and nads commission daysNo every thirty days No person shall be permitted to enter this addi ¬ tional iiiclosnre unless they are over 21 years of age and each association shall cause to be paid bv each and every person an additional minimum admit ¬ tance foe of 1 Ten per cent of all i icvs so col looted shall be paid by the association to the treas ¬ urer of the state public highways ami roads comniis sion daysState everv thirty days State and county fair associations mav be ex ¬ empted from the act by filing application with the commission commissionSection Section 10 No person may solicit any person to make a wager and no person directly or indirccllv may receive money as a wager nor shall am com misioner be permitted to receive or solicit wacors from females Section 11 Undesirable persons may be excluded from grounds by order of the commission
