ENTERTAINING GOSSIP FROM NEW YORK. New York. November 20. — W. P. Frazer. representing the Canadian Racing Associations, was here yesterday for tin- purpose of discussing the advisability of passing a general rule restraining twii-veaf-olds from starting in races in the early part of the vear. He met Mr. Belmont and the question was discussed in a tentative way. Senator Johnson N.
