They will leave New York shortly after Christmas. Judge E. C. Smith will spend the winter in Massachusetts with his family and intends visiting Kentucky in the spring for a week or two prior to commencing his duties ou the eastern tracks. It has been intimated that Governor Hiram John- son of California, would favor a bill permitting the use of the pari-mutuel machines in the state and advocates of racing are preparing a bill to he in- troduced at the next meeting of the legislature. Tia Juana is expected to draw some of the horses that are at present at Juarez. It is reported, that an agent of the new association is at present at El Paso to induce horsemen to take their strlugs to Lower California and some are expected to make the move. Speaking of the Tia Juana track recently. Matt J. Winn said: "I wish the new association all the good luck in tbe world. I would not say anything or do anything to injure tbe Tia Juana promoters in auy manner. What we need is racing at every point that can be opened up."
