GENERAL NEWS NOTES OF THE DAY. President Wilson soon will recommend the ennct-nient of legislation providing for a permanent tariff commission. An administration bill for the creation of such a Commission virtually is ready now and miy be laid before congress in a special message by tic president. The objeets of the commission would be to gather data on the tariff and to co-ordinate similar powers now believed to be held by existing government agencies. The legislation Is designed particularly to meet conditions that are expected to arise when the war ends. King Nicholas of Montenegro, accompanied by hla son.
