RACING BILL IN LOUISIANA LEGISLATURE. Baton Rouge. La., May 17. — Taking racing completely out of the hands of the Business Mens Bac-ing Association and placing it in the hands of a racing commission, the profits to be distributed to the various charitable institutions of the state, is tin project which Representative Scha ff of New Organs proposes to attempt to carry by a bill. of which he has given notice iu the House of Representatives. Mr. S« halfs measure provides that all racing iu the state shall lie under the HBMWV rtaiea of a committee of three, constituting the racing commission. All employes of the race track, or tracks, must be residents of the state, with the exception of the judges and one or two other officials, the bill provides.
