HORSEMEN IN COUNSEL OVER RULES. Preference for a Certain Soiling Rule Voted with Recommendation to Racing Authorities. Saratoga Springs, N. Y August 15. In response to the Kentucky Thoroughbred Horse Associations invitation, some 300 horsemen met last night in the blue room of the United States Hotel to give and hear expressions of opinion on a rule for the government of selling races on the tracks of the. United States and Canada. The meeting was conducted by President Hal Price Headley of the Kentucky Thoroughbred Horse Association, and ii quorum of its board of directors, Messrs. T. C. McDowell. J. O. Keene. A. It Hancock. John S. Itarbee and Thomas It. Cromwell the Secretary. With them were several members of the New York, Maryland and Canadian committees. The expressions were numerous and varied and, in the end, the discussion was resoHed into two questions. One was a preference for the rule now in vogue in Canada, which permits the winner tc. be claimed "not bid up in front of the stand" for its entered selling price, plus an amount equal to the winners portion of the purse by any person. The other was on a preference for this rule modified to permit only persons having horses in the race to claim the winner. William Garth had suggested the adoption of a modification of the French rule, permitting a horse to be claimed for his entered selling price, plus the money added to a. purse, at any time after the closing of entries until scratch time next lay. Such a claim to operate as a withdrawal and to permit any horse to be claimed after - the race under the same terms, but it was not favored. K. It. Bradley offered a suggestion that all runup money be divided as follows: One-half to be given 70 per cent, to the second horse, 20 per cent, to the third horse and 10 per cent, to the fourth liorso. If the winner is sold, the other half to revert to the person in whose name the horse ran. If the winner is bought in, that half to divided among the selling races the following day. The owner so selling his horse not to be permitted to repurchase it at private sale under ninety days. This proposition did not meet with the favor of more than a half dozen, but it seemed to be not fully understood. At the conclusion of the meeting the board of directors and committeemen met and determined to recommend that the Jockey Club and the Kentucky State Racing Commission and all other turf governing bodies in this country give a thorough trial to the Canadian rule under both preferences, that confining claiming to owners of horses in the race and the others not restricting the personal of the bidders. President Headley appointed Messrs. William Garth, It. F. Carman and Kmil Herz to present this recommendation to the Jockey Club and the New York and Maryland tracks, while Messrs. Headley, Hancock and McDowell will make the recommendation to the Kentucky State Racing Commission and the racing associations in Kentucky. It was also recommended that a physician and ambulance and first aid to the injured crew be in attendance each day at all race tracks. The association was put on record as being opposed to conflicting of racing dates in any city, state, territory or province on this continent.
